Once a user has finished a course, he gets the following message.

If the course makes possible to get a certificate, the student will be able to download the PDF certificate:

from the course or class interface
from the section "My achievements", by clicking on the link "download certificate"
from "my trainings" interface and from the home page of the related course (or class).
